Abstract: 
The word „strategy” is used, unfortunately, much too often. Some people use this notion currently, even in the situation when they have to choose an instrument. The origin of „strategy” came from the military domain, field that provide a lot of economic concept used both in organization management and marketing. For example, the concept „operational research” was defined by Americans in the second world war, in order to know if is was better to concentrate their ships in Pacific and to protect them using large maritime military units, or to disperse their ships, case that they needed a little protection. So, as in the military field, the strategy aims a high level (army that operate on different fronts), and the tactic corresponds to the actions on the regiment or division level, in the communication field we shall use the “strategy” notion at the organization strategic level and not at its sub-division organizational levels.
